District Board of Directors' Regular Meeting
October 28, 2004
I. Meeting Called to Order: 1:00 P.M.
A. Present:
David Sturges - Chairman Debra Kelley - Secretary
Leon Beightol - Treasurer David Wilson - Field Manager
Fred Croscut - Member Rob Halbohm - NRCS DC
Heath Eisele - NRCS SC
II. Minutes of The Previous Meeting:
MOTION by Beightol seconded by Croscut to approve the minutes of the September meeting.Carried.
III.Treasurer's Report:
MOTION by Croscut seconded by Beightol to accept the Treasurer's report and pay current bills. Carried.

IV. Correspondence:
A. A resolution from the Chautauqua County Pomona Grange to Mark Thomas, County Executive, regarding funding for the Chautauqua County Soil & Water Conservation District. See Attached.

C.District Conservationist - Rob Halbohm
1. Program Status
a. 2005 Funding - USDA released the program funding for FY 2005, this is totally different from what has been done in the past.
b. Conservation Security Program - There is a real possibility that a watershed in this county may be selected for this program.
D. District Field Manager - David Wilson
1. Fall Work Load - There is still work to do ponds, hydro-seeding, dry-hydrants and tile lines. It’s really close to the end of the season, so we try to pick & choose the jobs that we are doing now.
2. District Truck -I took the truck down to Falconer for the bid showing on October 6th. The bids are to be in no later than November 3rd.
E. District Secretary - reported by Dave Wilson
1. Contract for the Bunk Silo Leachate Management - MOTION by Croscut seconded by Beightol for Dave Sturges to sign the contract for the $260,000 grant. Carried!

VI. Old Business
A. Review Policies - The District Policies were reviewed by the board. MOTION by Beightol seconded by Croscut to approve the Policies. Carried!
B. District Finances & Budget - Right now it looks like we’ll get the same amount as last year. We hope that this is what will happen.
C. Health Insurance -We are having another meeting with the insurance broker to talk about coverage for our retirees.
D. 2003 Cooperator of the Year & Teacher of the Year - MOTION by Croscut seconded by Beightol to approve Roger Dunnewold as the Cooperator of the Year and Brian Muirhead from Southwestern School as Teacher of the Year for 2003. Carried!
E. Joint Annual Banquet - Will be held December 2, 2004 at the Cassadaga Legion, we get to pick the speaker this year. MOTION by Croscut seconded by Beightol to attend the Joint Annual Banquet and pay for the Farmer of the Year, Teacher of the Year, staff and directors. Carried!
VII.New Business
A. NYS Retirement - MOTION by Croscut seconded by Beightol to pay the NYS Retirement in full by February 2005 if possible. Carried!
B. Cattaraugus County SWCD Annual Meeting - MOTION by Beightol seconded by Croscut for staff and directors to attend and pay for their own meals. Carried!
C. Personnel - MOTION by Croscut seconded by Beightol to go into executive session. Carried! MOTION by Beightol seconded by Croscut to come out of executive session. Carried! Bryan Mentley will be laid off as of October 29, 2004 due to the Districts Money situation.
D. AEM Training - MOTION by Croscut seconded by Beightol for Dave Wilson and Jay Gould to attend the training in Waterloo, NY. Carried!
