District Board of Directors' Regular Meeting

March 17, 2005


 

I.  Meeting Called to Order: 1:10 P.M.

    A.  Present:

         David Sturges - Chairman     Debra Kelley - Secretary

         Leon Beightol - Treasurer    David Wilson - Field Manager

         Fred Croscut - Director 

II. Minutes of The Previous Meeting:

MOTION by Beightol seconded by Croscut to approve the minutes of the February meeting.Carried.

 

III.Treasurer's Report:

    MOTION by Croscut seconded by Beightol to accept the Treasurer's report     and pay current bills. Carried.

    A.  The following bills were approved for payment:

    A.  Other Agencies-none

    B.  District Conservationist

         1.  Food Security Act (FSA) Plan - MOTION by Beightol seconded by Croscut to approve the FSA Plan for Howard Crump of Sherman. Approved!

    C.  District Field Manager - David Wilson

         1.  Trees & Shrubs - Tree and Shrubs program we are down in the number of orders from last year, but we are up in the amount of money we have taken in. We have 195 orders as of 3/15/05.

         2.  Envirothon - will be held on April 29, 2005 at the Frank Bratt Ag Center. We have 12 teams registered and donations are starting to come in.

         3.  Legislative Day - was March 1, 2005, Dave Wilson and Jay Gould went and met with Bill Parment and Pat McGee’s aides.

    D.  District Secretary - Debra Kelley 

         1.  Soil Stewardship Week - will be April 24 to May 1, 2005, I ordered the materials and the District will donate seedlings.

 

VI. Old Business

    A.  Appointments to the Board - Fred has been to the County Executives Office to ask for them, they should be ready for the next Legislative Meeting.

    B.  Election of Officers - Tabled

    C.  Committee Assignments - Tabled

    D.  Review of Policies - MOTION by Croscut seconded by Beightol to approve the 2005 policies as submitted. Carried!

    E.  Review Rental Fees - Tabled

    F.  Personnel Appraisals - MOTION by Croscut seconded by Beightol to approve the Personnel Appraisals. Carried!

    G.  New York State Association Conservation Districts - Pay State Dues Motion by Beightol seconded by Croscut to pay State Dues in June.

 

VII.New Business

    A.  2005 Grape Conference - MOTION by Croscut seconded by Beightol for Dave Wilson to attend and pay his expenses. Carried!

    B.  No-Point Ag Grant Round IX - MOTION by Beightol seconded by Croscut to apply for a one year extension of time to complete the Upper and Lower Conewango Creek AEM Planning Grant. Carried!

    C.  Agriculture Viability Conference - MOTION by Croscut seconded by Beightol for staff and directors to attend the Ag Conference and pay for the registration fee. Carried!

    D.  Town of Chautauqua - The Town of Chautauqua is looking for some help in writing their ordinance to try and help address the complaints related to agriculture. The board is concerned about run off and nutrient over loads in to the Chautauqua Lake. Rob Halbohm, Andy Dufresne, Fred Croscut and several other farmers were present and were asked to contribute in the process.


VIII. RC&DA.Application for Project Measures - Westfield, Chautauqua Creek Stabilization. MOTION by Beightol seconded by Croscut to approve the application. Carried!

    B.  2004 Annual Report - We have received the 2004 Seneca Trails RC&D Annual Report.


IX. Water Quality

    A.  Legislative Presentation - The Water Quality Task Force will do a presentation to the Legislature on March 24, 2005 on the highlights of the group.
